Upon which part of the wealth does the obligation of Zakat fall concerning the surplus?

The obligation of Zakat attaches only to the full established standard unit (Nisab), not to the surplus portion (al-Waqs). Thus, if one possesses thirty camels, the Zakat obligation is determined by the standard unit, not including the five surplus camels beyond the minimum for the next obligation.
