The statement by Al-Kharqi concerning not giving Zakat to the wealthy refers to wealth that constitutes a barrier to receiving Zakat. The established position (Madhab) is that it is permissible to give the recipient an amount that makes him wealthy, but not an excess beyond what suffices for wealth. This view is held by Sufyan ath-Thawri, Malik, Shafi'i, and Abu Thawr, as affirmed by Ahmad in several instances. This implies that Al-Kharqi's statement is restricted to prohibiting giving an amount that results in wealth plus an excess.

The companions of Abu Hanifa state that one may be given a thousand or more if needed, though it is disliked to give more than two hundred.
