What is the purpose of establishing a Nisab (minimum threshold) for Zakat on agricultural produce?

The Nisab is established so that the wealth reaches a level capable of sustaining mutual aid (Muwasaah). Zakat is only obligatory upon the wealthy, and wealth sufficient for Zakat only constitutes richness when it meets the established Nisab, just as with other taxable wealth categories.
