Whose testimony is accepted when the collector (*sa'i*) and the owner of the land disagree on which irrigation method was predominant?

When the collector and the landowner disagree regarding which irrigation method was used predominantly, the statement of the landowner is accepted without requiring an oath (*bighayri yamin*). This is because people are generally not sworn in matters pertaining to their Sadaqat (charity/Zakat).
