Is the usurper liable for the value of Zakat-liable property he possesses?

In every instance where Zakat is deemed obligatory upon the usurper, he is responsible for guaranteeing its value because a deficiency occurred while the property was in his possession, thus obligating him to guarantee it, similar to the case of its destruction.
