Zakat al-Fitr is obligatory upon the people of the desert. This view is held by the majority of scholars, including Ibn al-Zubayr, Sa'id ibn al-Musayyib, Al-Hasan, Malik, Al-Shafi'i, Ibn al-Mundhir, and the Ashab al-Ra'y. The evidence for this obligation is the generality of the Hadith, because Zakat al-Fitr is a form of Zakah, and because they are Muslims.
