To whom does the Zakat al-Fitr of a wife who has not been consummated or a minor who cannot be enjoyed belong?

For any woman for whom the husband does not owe maintenance—such as one who has not been fully handed over if she has not submitted to him, or a minor child with whom consummation is not possible—neither her maintenance nor her Zakat al-Fitr is incumbent upon him because she is not considered among those whom he supports ('mamoonah').
