When a person claims that the Hawl has not passed over the wealth, or that the Nisab was only completed a month ago, or that the property was held as a deposit (Wadi'ah) and only recently purchased, or that he sold it during the year and then bought it back, the owner's statement without an oath is accepted. This is because Zakat is an act of worship, and the statement of the one upon whom it is obligatory is accepted without an oath, analogous to prayer and expiations.
