What is the Zakat obligation for olives that do not yield oil?

If olives do not yield oil, the Zakat due is one-tenth (Ushr) of the fruit when it reaches the minimum taxable amount (Nisab). This is because Zakat is taken when the fruit reaches its state of completion and storage, similar to how fresh dates (Rutab) are estimated for Zakat while still moist.
