Is Zakat obligatory on fish?

Chapter on Zakat on Gold and Silver

Primary text

Zakat is not due on fish under any circumstances, according to the consensus of the people of knowledge. The correct position is that nothing is due because fish constitute game (or catch), and therefore Zakat is not obligatory upon them, just as it is not obligatory on game taken from the land. There is no established textual basis (Nas) or consensus (Ijma) requiring Zakat on fish, nor is it valid to analogize it to items upon which Zakat is due, hence there is no basis for imposing it.

Supporting text

A narration attributed to Umar ibn Abd al-Aziz suggests something is due, but it is stated that the people do not follow this view, and its practice is unknown. This view is also reported from Ahmad.
