Zakat is permissible to be given to a relative if they are not designated as an heir, regardless of whether the lack of inheritance is due to remoteness of kinship or a legal impediment such as being veiled from inheritance by a closer relative (e.g., a sibling veiled by a son or father). This is permitted because the necessary partial kinship or inheritance right is absent, placing them in the category of non-relatives for the purpose of Zakat distribution.
