Is Zakat remittance to another city permissible if the wealth remains in a location for a full year?

If the wealth remains in a specific location for a complete Hawl (full year), one should not send the Zakat from that location to another city. The understanding of Ahmad's consideration of the full year implies ease in distributing the Zakat across that location and other places where the person stayed during that year.
