Which intention takes precedence when a phrase capable of multiple rulings is uttered?

Precedence is given based on the totality of the utterance, not solely on which intention was stated first. For instance, if one says, "I divorce this one or this one," the divorce of the first person mentioned is not necessarily enacted; the entire formulation must be considered. Regarding the phrase denoting prohibition, the ruling defaults to *zihar* because the core shared meaning is prohibition, which is more inherent to the term used than the meaning of divorce (release).
