If water and its price are unavailable, transitioning to *Tayammum* is permitted, even if the person is capable of acquiring both in their home location. This transition is permissible because purity (via water or *Tayammum*) is required for the prayer (*Salat*), and delaying prayer beyond its prescribed time is not allowed, thus necessitating the immediate transition via *Tayammum*. Furthermore, prohibiting *Tayammum* in this scenario because the capacity exists elsewhere would nullify the concession of *Tayammum*, as everyone possesses the means to travel and acquire water or money eventually.
