Musannaf Ibn Abi Shayba 2:144

Waki’ narrated to us, from Yazid, from Ibn Sirin, who said: The Iqamah suffices, except in the Fajr [prayer]. For they used to say: He gives the Adhan and he gives the Iqamah.
