Musannaf Ibn Abi Shayba 24:110

Ibn Numayr narrated to us, from ‘Abdullah ibn ‘Umar, who said: He who heard Salim narrated to me, saying: When ‘Umar would forbid the people from something, he would gather his household and say: "I have forbidden the people such and such, and the people look at you as the bird looks at meat. By Allah, I will not find anyone among you who does it, except that I will double the punishment for him twofold."
