Hadith 24:21
Ziyad said: "The Commander of the Faithful did not overcome me in any matter of governance except for one issue. I employed a certain man, and his tax revenue increased, so I feared punishing him, and he fled to the Commander of the Faithful. He (the Commander of the Faithful) wrote to me, saying: 'This is a bad precedent for those after me.' So I wrote back to him: 'It is not appropriate for me and for you that we govern the people with a single policy—that we both be lenient, for then the people would become insolent in disobedience; nor that we both be harsh, for then we would drive the people to destruction. Rather, you should be for harshness and severity, and I shall be for leniency, compassion, and mercy.'"
حدثنا عبد الله بن نمير عن مجالد عن الشعبي قال قال زياد ما غلبني أمير المؤمنين بشيء من السياسة إلا بباب واحد استعملت فلانا فكثر خراجه فخشي أن أعاقبه ففر أمير المؤمنين فكتب إليه أن هذا أدب سوء لمن قبلي فكتب إلي أنه ليس ينبغي لي ولا لك ان نسوس الناس سياسة واحدة أن نلين جميعا فتمرح الناس في المعصية ولا أن نشد جميعا فنحمل الناس على المهالك ولكن تكون للشدة والفظاظة وأكون للين والرأفة والرحمة
