Hadith 24:28

Abdullah ibn Numayr narrated to us, he said: Abu Muhkam al-Hamdani narrated to us, from Amir, who said: A man came to Mu'awiyah and said: "O Commander of the Faithful, the promise you made to me." He said: "And what did I promise you?" He said: "That you would increase my stipend by one hundred." He said: "I did not do that." He said: "Yes, you did." He said: "Who knows that?" He said: "Al-Aswad or Ibn al-Aswad." He said: "What does this one say, O Ibn al-Aswad?" He said: "Yes, you did increase it for him." So he ordered it for him. Then Mu'awiyah struck one of his hands against the other and said: "It is not the one hundred that I increased for a man that concerns me, but it is my negligence that I would increase a man from the Emigrants (Muhajirun) by one hundred and then forget it." Ibn al-Aswad said to him: "O Commander of the Faithful, so it is a matter settled for him?" He said: "Yes." He said: "By Allah, you did not increase him anything, but there is no man who calls me to a good that he may attain from a person of authority except that I bear witness for him regarding it, and there is no evil that I may turn away from him from a person of authority except that I bear witness for him regarding it."
