Musannaf Ibn Abi Shayba 33:1229

Mu'tamir ibn Sulayman narrated to us, from Layth, from Mujahid, regarding the saying of the Exalted: "And to Him submitted whoever is in the heavens and the earth, willingly or by compulsion." He said: "The willing one is the believer."
