Musannaf Ibn Abi Shayba 33:1246

Mu'tamir ibn Sulayman narrated to us, from Shabib, from Muqatil ibn Hayyan, regarding [the verse]: "Or has he taken a covenant with the Most Merciful?" He said: The covenant is the prayer.
