Musannaf Ibn Abi Shayba 33:143

Abu Khalid al-Ahmar narrated to us, from Yahya ibn Sa'id, from Ibrahim ibn al-Mughirah (or ibn Abi al-Mughirah), who said: The Messenger of Allah (may Allah bless him and grant him peace) said: "Glad tidings to the strangers." It was said: "And who are the strangers?" He said: "A people who act righteously when the people become corrupt."
