Musannaf Ibn Abi Shayba 33:675

Jarir narrated to us, from 'Ata' ibn al-Sa'ib, from Ibn Ma'qil regarding [the verse]: "And if you could see when they are terrified, but there is no escape." He said: He terrified them, so they did not escape Him.
