Musannaf Ibn Abi Shayba 38:175

Yahya ibn Adam narrated to us, he said: Yazid ibn Abd al-Aziz narrated to us, from Umar ibn Husayl ibn Sa’d ibn Hudhayfah, he said: Habib Abu al-Hasan al-Absi narrated to us, from Abu al-Bakhtari, he said: A man entered the mosque and said, "There is no judgment except for Allah." Then another said, "There is no judgment except for Allah." Ali said, "There is no judgment except for Allah. *Indeed, the promise of Allah is truth, and let not those who have no certainty disquiet you.* Do you know what these people are saying? They are saying, 'There is no leadership.' O people, nothing will set you right except a leader, whether righteous or wicked." They said, "We have known the righteous one, but what about the wicked one?" He said, "The believer works, and the wicked one is granted respite, and Allah causes the term to reach its end. Your paths become secure, your markets are established, your spoils are distributed, your enemy is fought, and the weak is taken for from the strong—or he said, from the powerful among you."
