Musannaf Ibn Abi Shayba 18:10

Abu Bakr narrated to us, he said: Abdullah ibn al-Mubarak narrated to us, from Amr ibn Abdullah, from Ikrimah, that Umar ibn al-Khattab decreed the blood money (diyah) upon the people of the villages to be twelve thousand. And he said: "Verily, the times change, and I fear for you the rulers after me." There is no increase in his (the villager's) severity upon the people of the villages, nor for the Sacred Month, nor for the Sacred Territory. The blood money for the people of the villages is one hundred.
