Musannaf Ibn Abi Shayba 18:1131

Abu Bakr narrated to us, he said: Waki’ narrated to us, he said: Ibn Abi Layla narrated to me, from ‘Ata’, that the people were evacuated because of a slain person in the Tawaf, and he (the Caliph) paid his blood money from the Public Treasury (Bayt al-Mal).
