Abu Bakr narrated to us, he said: Waki’ narrated to us, he said: Shu’bah narrated to us, from al-Hakam, from Ibrahim: That a man was killed during the Tawaf, so Umar consulted the people. Ali said: "His blood money is upon the Muslims, or [it is to be paid] from the public treasury (Bayt al-Mal)."
