Musannaf Ibn Abi Shayba 18:1191

Abu Bakr narrated to us, he said: Muhammad ibn Bishr narrated to us, from Sa’id, from Qatadah, regarding a man from the People of the Dhimma (protected non-Muslims) who gouged out the eye of a Muslim man. He said: His blood money is upon the people of his district (taswuj).
