Musannaf Ibn Abi Shayba 18:290

Abu Bakr narrated to us, he said: Jarir narrated to us, from Mughira, from Hammad, from Ibrahim, that he mentioned what they say regarding the one-eyed person if his sound eye is gouged out, and he had not received compensation (arsh) for the other. They said: "The full blood money (diyah)." Ibrahim said: "Some people from Banu Kahil claimed that this happened among them, and Uthman judged [it to be] the blood money for both eyes. We asked about the support for that and sought it, but we did not find any evidence for it, so we refrained."
