Musannaf Ibn Abi Shayba 18:750

Abu Bakr narrated to us, he said: Ibn Mushir narrated to us, from Ibn Abi Arubah, from Qatadah, from Abu al-Malih, that a man from his people shot a Jewish man with an arrow and killed him. The matter was raised to Umar ibn al-Khattab, and he imposed upon him a fine of four thousand [dirhams] and did not execute him in retaliation.
