Musannaf Ibn Abi Shayba 17:1387

Azhar narrated to us, from Ibn ‘Awn, from Muhammad, who said: I read a book in which it was written: "What Allah wills and the Amir (commander) wills." So he said: "What the Amir wills after Allah."
