Musannaf Ibn Abi Shayba 17:1412

Waki' narrated to us, from Shu'bah, from a man whom he did not name, that he heard Anas saying: "Woe to the *'urafa* (tribal leaders/overseers) and the *nuqaba* (representatives/chiefs). Woe to the *umana* (trustees/officials). On the Day of Resurrection, one of them will wish that he had been suspended from the Pleiades."
