Musannaf Ibn Abi Shayba 34:186

Ibn Fudayl narrated to us, from Mutarrif, from ‘Amir, regarding the day that people say is from Ramadan: He said, "Let them not fast except with the Imam when he fasts, for the first of the division was only because of the likes of this."
