Musannaf Ibn Abi Shayba 8:2060

Abu Bakr narrated to us, he said: Ibn Fudayl narrated to us, from ‘Ata’ ibn al-Sa’ib, from Sa’id ibn Jubayr, from Ibn ‘Abbas, that a man came to him and said: "O Abu ‘Abbas, should I begin with al-Safa before al-Marwah, or should I begin with al-Marwah before al-Safa? Or should I pray before I perform tawaf, or perform tawaf before I pray? Or should I slaughter before I shave, or shave before I slaughter?" Ibn ‘Abbas said: "Take that from the Quran, for it is more worthy to be preserved. Allah, Blessed and Exalted is He, said: 'Indeed, al-Safa and al-Marwah are among the symbols of Allah,' so al-Safa is before al-Marwah." And He, Blessed and Exalted is He, said: "And do not shave your heads until the sacrificial animal has reached its place of slaughter," so he indicated the slaughter before the shaving. And He, Blessed and Exalted is He, said: "Purify My House for those who perform tawaf and those who are staying for worship and those who bow and prostrate," so the tawaf is before the prayer.
