Musannaf Ibn Abi Shayba 19:126

Abu Bakr narrated to us, he said: Abd al-A’la narrated to us, from Ma’mar, from al-Zuhri, that he used to say: If a man accuses a group of people with a single accusation, then upon him is only one prescribed punishment (hadd).
