Musannaf Ibn Abi Shayba 19:188

Abu Bakr narrated to us, he said: Jarir narrated to us, from Mansur, from Abu al-Duha, and from al-Mughirah, from al-Sha'bi, they both said: Ali used to say: "If the thief steals repeatedly, his hand and his foot are cut off. Then, if he returns [to stealing], I shall consign him to prison."
