Musannaf Ibn Abi Shayba 19:191

Abu Bakr narrated to us, he said: Abu Usamah narrated to us, from Abd al-Rahman ibn Yazid ibn Jabir, from Makhul, that Umar said: "If he steals, then cut off his hand. Then if he returns [to stealing], cut off his foot, and do not cut off his other hand. Leave it for him so that he may eat food with it and cleanse himself with it from excrement. But imprison him away from the Muslims."
