Musannaf Ibn Abi Shayba 19:297

Abu Bakr narrated to us, he said: Ibn Mubarak and Abd al-Razzaq narrated to us, from Ma'mar, from Abd al-Karim, from Sa'id ibn al-Musayyib, he said: There is no prescribed punishment (hadd) except upon the one who sets up the punishment intentionally.
