Musannaf Ibn Abi Shayba 19:317

Abu Bakr narrated to us, he said: Abdullah ibn al-Mubarak narrated to us, from Sa’id ibn Abi Ayyub, from Ma’ruf ibn Suwayd, that a group of people used to steal the slaves of the people in Ifriqiya. Ali ibn Rabah said: "There is no cutting (of the hand) upon them. This occurred during the time of Umar ibn al-Khattab, and he did not see any cutting (of the hand) upon them." And he said: "These are deceivers (khalabun)."
