Musannaf Ibn Abi Shayba 19:342

Abu Bakr narrated to us, he said: Ibn al-Mubarak narrated to us, from Ma'mar, he said: 'Abd al-Halim ibn Qallab ibn Ya'la narrated to us, from his father, that Ya'la ibn Umayyah said to 'Umar ibn al-Khattab—or he wrote to him—: "We are brought people who have drunk wine, so upon whom do we establish the prescribed punishment?" He said: "Ask him to recite the Qur'an, and cast his cloak among other cloaks. If he does not recite the Qur'an and does not recognize his cloak, then establish the prescribed punishment upon him."
