Abu Bakr narrated to us, he said: Umar ibn Ayyub narrated to us, from Mughira ibn Ziyad, from Ata al-Khurasani, who said: To the authority belongs the Zakat, the Jumu'ah (Friday prayer), and the Hudud (prescribed punishments).
