Musannaf Ibn Abi Shayba 19:47

Abu Bakr narrated to us, he said: Abu Mu'awiyah narrated to us, from 'Asim, from al-Sha'bi, that he was asked about a man who stole a theft, then gathered it together, and he was caught before he exited the house. He said: "There is no cutting [of the hand] upon him."
