Musannaf Ibn Abi Shayba 19:659

Abu Bakr narrated to us, he said: Abd al-A’la narrated to us, from Sa’id ibn Abi ‘Aruba, from Qatada, regarding a man who said to another man, "You are not the son of so-and-so [a woman]." He said: He would not impose the prescribed punishment (hadd) upon him; it is merely a lie.
