Musannaf Ibn Abi Shayba 19:802

Abu Bakr narrated to us, he said: Ibn Idris narrated to us, from Talha ibn Yahya, he said: I was sitting with Umar ibn Abd al-Aziz, and a man came to him and asked him for a stipend (fariḍah), but he did not grant him a stipend. So he (the man) said: "He is a disbeliever in Allah if he does not grant me a stipend." He (Umar) said: "So he struck him between ten and fifteen [lashes]."
