Musannaf Ibn Abi Shayba 19:94

Abu Bakr narrated to us, he said: Abd al-A’la and Ma’mar narrated to us, from al-Zuhri, he said: There is no prescribed punishment (hadd) upon a young girl until she menstruates, or until those of her age menstruate.
