Musannaf Ibn Abi Shayba 12:191

Abu Bakr narrated to us, he said: Muhammad ibn Yazid narrated to us, from Ayyub, from Qatadah, from Ibn Umar, that he did not see any harm in [eating] fish that floats [on the surface of the water].
