Musannaf Ibn Abi Shayba 26:4

Waki’ narrated to us, from Zakariyya, from Ibn Abi Muslim, from Salih Abu al-Khalil, from Abu Musa, who said: The likeness of the one who recites the Quran but does not master the obligatory duties (al-fara'id) is like two hands without a head.
