Musannaf Ibn Abi Shayba 26:455

'Abd al-A'la narrated to us, from Ma'mar, from al-Zuhri, that he said regarding the newborn: "The funeral prayer is not performed over him, he does not inherit, and the blood money (diyah) is not completed for him until he cries out (at birth)."
