Musannaf Ibn Abi Shayba 9:1076

'Abdah narrated to us, from Ibn Abi 'Arubah, from Qatadah, from Ibn al-Musayyib regarding: "Unless they forgo it, or he in whose hand is the marriage tie forgoes it." He said: "He in whose hand is the marriage tie is the husband." If she wishes to forgo it, she takes nothing from her dowry. And if he wishes, it is between them in two halves.
