Musannaf Ibn Abi Shayba 9:1185

'A'idh ibn Habib narrated to us, from Ash'ath, from Ibn Sirin, who said: "He cursed the one who makes it lawful (al-muhill) and the one for whom it is made lawful (al-muhallal lahu)."
