Musannaf Ibn Abi Shayba 9:1292

'Abd al-A'la narrated to us, from Ma'mar, from al-Zuhri, from Sulayman ibn Yasar, who said: He shall separate them, and the dowry shall remain in the public treasury (Bayt al-Mal).
